A transition season
The French Rugby Federation (FFR) is reorganising its national competitions from 2027-2028. The amateur pyramid goes from five levels to four, with a Nationale, a Nationale 2, a Nationale 3 and a Promotion Nationale; the name “Fédérale” disappears. The Nationale grows from fourteen to sixteen clubs, and Nationale 2 to forty-eight teams split into four pools of twelve.
To reach sixteen clubs, two Nationale 2 sides will be promoted at the end of the season, and no one will be relegated. The season ahead therefore has only one prize: promotion to Pro D2.
Two immediate returns in five years
Carcassonne and Mont-de-Marsan, both relegated from Pro D2 in the spring, arrive as favourites. Recent history urges caution: since 2021, eight clubs have dropped from Pro D2 to Nationale, and only two went back up the following season.

Soyaux-Angoulême and the Nice club, now Nissa Rugby, are the only two to have spent just one season at federal level. Narbonne took four, Valence-Romans two, while Massy and US Bressane are still waiting. Carcassonne needed two seasons to go back up before dropping again after a year: this season marks their third spell in Nationale in four years.
Promotion is not decided by the table alone
Moving from one league to the other is not just a change of division. The Nationale is run by the FFR, Pro D2 by the LNR (the French professional league): promotion requires meeting professional standards and getting the governing bodies’ approval, as Nissa Rugby’s promotion, only confirmed this summer, showed. In the other direction, Biarritz were kept in Pro D2 in 2025 by a decision of the financial regulator.
The division is also marked by the financial fragility of several of its clubs. Niort, promoted and enjoying a good season, filed for bankruptcy in March 2026, mid-season. Blagnac, Carqueiranne-Hyères and Tarbes have faced similar difficulties over the past three years.
“In this league, you can’t switch off,” warns Damien Neveu, the former Niort manager, speaking to Sud Ouest, with a message for the favourites from the Landes and the Aude. This season, the punishment will not come from below.
