Exactly 16.00: Racing and Montauban played with fire

It is a table that never makes the front page but carries real weight. The Ligue Nationale de Rugby has finalised the JIFF averages for every Top 14 and Pro D2 club over the 2025-26 season. Two clubs in the elite, Racing 92 and Montauban, finish right on the regulatory threshold. Champions Toulouse, by contrast, are in a different world.

What is a JIFF player?

JIFF stands for Joueur Issu des Filières de Formation — a player who has come through the French development system. The status is acquired no later than the season ending in the year the player turns 23, by meeting one of the two criteria set by the LNR: having spent at least three seasons at an accredited academy, or having been registered with the FFR in fifteen-a-side rugby for at least five seasons.

In other words, a JIFF is not necessarily French: a foreign player who arrived young and was developed at an accredited academy can qualify. And conversely, the status says nothing about eligibility for the France national team, which follows World Rugby’s criteria (nationality, birth, parentage, residency). JIFF is a squad-management rule, created with a simple aim: to force clubs to trust players developed in France rather than stacking up recruits already developed elsewhere, and so protect the French academy pathway.

The rule: a 16 JIFF average, or six points docked

The system requires clubs in both the Top 14 and Pro D2 to field, on average across all their team sheets for the season including the play-offs, at least 16 JIFF players out of the 23 named. The sanction for falling short is heavy and deferred: a six-point deduction in the following season’s table, which is more than a bonus-point win thrown away before a ball is kicked.

A second threshold exists at a 17 JIFF average: it governs access to the LNR’s JIFF Fund, a pot that can exceed 300,000 euros per club.

Four clubs finish below the 17 mark and lose access to the JIFF Fund: Toulon, Montpellier, Montauban and Racing 92.

Racing and Montauban on a knife edge

Racing’s story is a tightrope act. Before the final round of the regular season, their average stood at 15.92, below the threshold. For the home match against Stade Toulousain, the staff named 19 JIFF players on the sheet, well beyond the minimum, to rebuild a cushion. That cushion was immediately spent in the play-offs: only 16 JIFF in the quarter-final won at Pau, then 15 in the semi-final against Toulouse. On the final count, the average settles at exactly 16.00. One more non-JIFF player on any of those three team sheets and Racing would have started next season six points down.

Montauban, newly promoted, walked the same tightrope to finish their first season in the elite right on the threshold, also on 16.00. The two clubs share bottom place, without a penalty but without any margin either, and shut out of the JIFF Fund grants along the way. At the other end, the contrast with Toulouse is striking: the French champions top this table too, with more than four French-developed players per team sheet between them and the bottom two.

The Pro D2 JIFF table

In the second division the copybook is cleaner: no club falls below the 16 threshold. Promoted Biarritz lead the way, while Brive bring up the rear but stay within the rules. Worth noting: Vannes, promoted to the Top 14 next season, will go up with one of the lowest averages in the division (16.63).

Next season the counter resets to zero, but the constraint remains: every team sheet will be put together with this arithmetic in mind.
